The RHDC referred the request to the Research Committee to gather additional information\, which occurred at the October 1st committee meeting. During the committee report out at the October 8th RHDC meeting\, it was requested that a letter to the alumni association be drafted to explain next steps and recommendations. The Research Committee held a special meeting on November 19th and drafted the attached letter. \n. \n\n\n\n\n\n\nC.2 2025 Inquiry Letters for RHL \nThe Committee will review the Places Worthy of Preservation list and recently completed reports to send letters of interest. The designation of historic landmarks is one of the tools to nurture  Raleigh’s distinctive places\, neighborhoods\, and landscapes that make our city unique. \n  \nRecommended Action: Receive as information. \n\n\n\n\n\n\n\n\n\n\nD.2\n\nDemolition by Neglect: 907 W Lenior Street \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nCollette Kinane\, Senior Preservation Planner \nDuring public comment at the October 8th RHDC meeting\, Frank Haynes\, Boylan Heights Neighborhood Association president\, identified the garage at 907 W Lenior Street in the Boylan Heights Historic Overlay District as possibly undergoing demolition by neglect.  Per the Demo by Neglect Procedure (attached) RHDC may send an advice letter to the property owner.  This letter lets the owner know that deterioration has been observed\, what the Demolition by Neglect means per UDO Article 11.8 and gives then 6 months to begin making repairs.  After 6 months\, the matter will be brought back to RHDC for review. \n  \nRecommended Action: Vote on whether or not to send an advice letter. \n\n\n\n\n\n\n\n\n\nD.3\n\nCertified Local Government Report FY2025\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nTania Tully\, Preservation Planning Supervisor \n  \nThe City of Raleigh is a Certified Local Government (CLG) in North Carolina under the Federal historic preservation program.  As a CLG\, Raleigh plays an important role in a national initiative to preserve the unique and valuable historic character of over 2\,100 communities across the country. The CLG program provides for increasing local involvement in preservation and offers technical assistance and grants to participating local governments. \n  \nOne of the requirements to maintain CLG certification is to submit an annual report to the State Historic Preservation Office.
