SUMMARY:Public Forum: Will New Bern’s Mass Upzoning Revitalize Neighborhoods or Eliminate Them?
DESCRIPTION:Join us on Sunday\, January 21st at 2pm at the Tarboro Road Community Center (121 N. Tarboro Street\, Raleigh) to learn how you can help stop the city-sponsored urban renewal of New Bern Avenue. Stand up for Raleigh’s Black history and for revitalizing existing neighborhoods and businesses along the New Bern Avenue Bus Rapid Transit line rather than forcing them out. [Background facts] \nOn December 12\, in a landmark vote\, the Raleigh Planning commission rejected the myth that local race-biased government policies have been cleansed from our nation’s urban renewal past. \nWhile supporting the New Bern Avenue Bus Rapid Transit Project\, the Commission majority voted against Z-92-22\, the largest ever city-initiated upzoning of 744 parcels of private land for multi story redevelopment along the New Bern corridor. The Commission maintained that the mass upzoning was premature and would force out existing Black and low wealth residents and businesses long before any revitalization initiatives could take hold. \nThe Planning commission’s action comes in the wake of a national awareness\, led by the publication of Richard Rothstein’s ‘The Color of Law‘ (National Book Award finalist) and ‘Just Action.’ These books document the author’s findings that we still live in an apartheid society (Economic Policy Institute: How to challenge segregation)\, where Black household wealth is only five percent of whites’ due to segregation policies created at the national level and sustained at the local level. (Just Action p.4) \n\n\n\n\n\n\n\nRothstein: Black household wealth is only five percent of whites’ due to segregation policies created at the national level and sustained at the local level. \n\n\n\n\n\n\nThe Planning Commission’s action in rejecting Z-92-22 reflects Rothstein’s call for local action to “control urban gentrification\, which too often ends with massive displacement of black and Hispanic residents from communities where they’ve benefited from established social networks\, churches\, and extended families — places they considered home.” (Just Action p.6) \nJoin us on Sunday\, January 21st at 2pm at the Tarboro Road Community Center (121 N. Tarboro Street\, Raleigh) to learn more about the local actions you can take to stop Z-92-22. Learn how you can help preserve Raleigh’s Black history and revitalize existing neighborhoods and businesses along the New Bern Avenue Bus Rapid Transit\, rather than forcing them out. \nNOTE: On January 30\, 2024 the City Council will hold a Public Hearing on Z-92-22\, the city’s proposed mass upzoning of 744 parcels of land in the New Bern BRT corridor.

SUMMARY:Midtown CAC Hybrid Meeting
DESCRIPTION:As we start to plan our goals and guest presenters for 2024\, I thought it might be best to start the year with insights from Council members. For our first meeting\, we are very fortunate to have\, as special guests\, several members of City Council. While our Midtown Councilors Christina Jones and Mary Black do attend on a regular basis\, we will have additional Councilors that many of you are familiar with but may not have personally met. As noted on the agenda\, we will also have the pleasure of At-Large Councilor Jonathan Melton\, District B Councilor Megan Patton\, and District D Councilor Jane Harrison. While the meeting will be in hybrid format\, I encourage everyone to come out in person for this special opportunity to meet and engage with the Councilors in a social environment for an open discussion of expectations\, both on their part as well as from the community.\n\nOur scheduled meeting is January 22\, the fourth Monday of the month\, from 7 to 9 pm. We are still doing our hybrid format\, with guests preferably on site at Eastgate Park Community Center and virtual using Zoom for those that cannot attend. The Zoom link has not changed as of this date:\n\n\n\n\n\n\n\n\n\n\n\n\nJoin our Cloud HD Video Meeting\nus02web.zoom.us\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nHybrid Midtown Citizens Advisory Council Meeting Monday\, January 22\, 2024\, 7:00-9:00 pm \n7pm — Call to Order and Welcome to Midtown CAC \n7:05pm — Review of Minutes of Prior MCAC meetings Discussion of Minutes\, Followed by Amendment / Vote \n7:10pm — RPD officers Winkler and Garcia\, \nActivity and Crime Stats Report for Midtown Question and Answer \n7:30pm — City Council Resolutions and Outlook for 2024\nSpecial City Council Guests:\nMary Black (District A)\, Megan Patton (District B)\, Jane Harrison (District D) Christina Jones (District E)\, Jonathan Melton (At-Large) \n\n\n\n\n8:40pm — Old / New Business\, Announcements\, Remarks \n9pm — Adjournment \n\n\n\n\nEastgate Park Community Center Eastgate Park\, 4200 Quail Hollow Drive Raleigh\, NC 27609 \nZoom Meeting Link: \nhttps://us02web.zoom.us/j/86172852122?pwd=cS92NjVIQng4TWRYUXBHSUpYc3hZUT09 \nMeeting ID: 861 7285 2122\nPasscode: 347661\nOne tap mobile +16468769923\,\,86172852122#\,\,\,\,*347661# US (New York) +16469313860\,\,86172852122#\,\,\,\,*347661# US \nVisit our Midtown CAC Facebook page: \nhttps://www.facebook.com/MidtownCAC

SUMMARY:Yates Mill Pond County Park meeting about environmental concerns
DESCRIPTION:Hi Everyone.                                                                                                  January 27\, 2024 \nFor those of you who enjoy birding and the nature along Mid-Pines Road and at Yates Mill Pond County Park in Raleigh there is some worrying news about a proposed townhome development being built along that road. Currently every property except one on Mid-Pines Road has an R-1 zoning which helps maintain the rural setting adjacent to the NCSU agricultural fields. The one exception is a 13-acre property formerly owned by the Raleigh Police Benevolent Association\, Lodge 41. They had it upgraded to R-6 after they purchased it in 1997\, a zoning which would allow for higher density development along with office-type buildings. They purportedly had plans to build some sort of recreation center there- but this never happened. \nIn 2014 the property was sold to the Islamic Association of Raleigh and they are looking to sell it now. The Blue Hill Development Company is proposing to build upwards of 60 townhomes on the site which would more than double the residential population living along Mid-Pines Road. \nThere are other concerns beyond increased traffic. \nOne boundary of the property is Miery Creek which flows directly into Yates Mill Pond. The development plans show dramatic earth-moving and the construction of a retention pond to try to stem the flow of pollutants into that stream\, but the amount of impervious surface will make that nearly impossible. There is no city water or sewer on this property\, or at any dwelling on Mid-Pines\, so septic is a problem. They will use a pump to transport sewage to the city sewer lines along Tryon Road. As you may know the University has just finished construction of the Fresh Water Mussel production facility at Yates Mill Pond- where they plan to use the waters to raise endangered species of FW Mussel for reintroduction into the wild. \nAnother boundary of the property are the NCSU agricultural fields- those along the paved portion of Mid-Pines. The property is outside the city limits of Raleigh but inside the ETJ (extra-territorial jurisdiction)\, and the Raleigh Board of Adjustment has already reviewed and approved the variances for the plan. But neighbors were not notified properly\, and objections from many with concerns were not heard. \nA meeting has been scheduled with the Developer for Tuesday\, January 30 from 4:30 -6:30 pm at the Beef Barn Classroom\, 4505 Mid-Pines Road to discuss concerns. Dr. Bridget Lassiter\, Superintendent of the NCSU Lake Wheeler Road Field Lab\, will host the meeting. \nHope you can attend. The future of the tranquil birding-friendly experience along Mid-Pines\, and the water quality of Yates Mill Pond\, are at stake. Make your voices heard. \nJohn Connors \nWake Audubon Society \n919-841-8206
