SUMMARY:City Council Fall Retreat
DESCRIPTION:Council will hold Fall Retreat on September 27 at Marsh Creek Community Center from 9am to 4pm. Topics will include legislative agenda\, bonds\, big ideas visioning\, and Affordable Housing.\n\n\n\n\n\nMEETING CALLED TO ORDER BY THE MAYOR\nRETREAT TOPICS – ITEMS TO BE DISCUSSED\n\n\n\n   \n\n\n\nB.1 Legislative Agenda – Process and Development \nMichele Mallette\, City Manager’s Office\nRyan Bergman\, City Manager’s Office Sa’Metria Jones\, \, City Manager’s Office\nPhilip Isley\, Blanchard Miller Lewis & Isley\, P.A. . \nDuring the retreat\, staff will provide an update on the status of the federal and state funded grants that have been awarded to the City.\n.\nStaff will also conduct an exercise with the City Council to develop and obtain feedback for a draft legislative agenda. In conjuction with the City’s state lobbyist\, staff will guide Council through the mechanics of creating a legislative agenda\, including development of policy themes and goals. \n\n\n\n\n\n\nB.2 Steady State Bonds \nRyan Bergman\, City Manager’s Office Allison Bradsher\, Finance \n\n\n\n\n\n\n\n\n.\nStaff will review the City’s historical debt financing strategy and discuss steady state debt affordability\, including proposed timelines\, capacity\, opportunities for improvement and benchmarking. \n\n\n\n\n\n\nB.3 “Big Ideas” Discussion and Exercise \nMarchell Adams-David\, City Manager\nRyan Bergman\, Assistant City Manager\nStaff will lead a discussion and exercise that will describe the “Big Ideas” concept and how such ideas help to transform communities.\n.\nThe activity will allow the City Council to prioritize examples submitted by council members for conversation and consideration\, with qualifying parameters based on the following criteria: Cost\, Resources\, Partnership Requirements\, Impact\, Time\, Political Risks\, and Viability. In addition to qualifying parameters\, concepts for “Big Ideas” should provide connection(s) to community-wide as well as strategic goals of the City. \n\n\n\n\n\n\nB.4 DRAFT: Reflecting Raleigh: The Next Comprehensive Plan \nSponsor(s): Bynum Walter and Patrick Young \nBynum Walter\, Planning and Development\nPatrick Young\, Planning and Development\n.\nThe Comprehensive Plan serves as the City’s long-term vision for the built environment. is the process of developing the Next Comprehensive Plan\, which will include a focus on sustainable and equitable growth; aligning adopted city plans and priorities; and enhanced community engagement. \n.\nThe first of five project phases included robust engagement with the Raleigh Community. The second phase of Reflecting Raleigh will focus on developing draft content for Raleigh’s Next Comprehensive Plan using the information collected in Phase I and in combination with a Civic Assembly and Technical Working Groups of subject matter experts.\n.\nDuring the retreat staff will provide an overview including key themes from Phase I of the project and a forecast of upcoming activities in Phase II. \n\n\n\n\n\n\nB.5 Expansion of Affordable Housing Sites \nEmila Sutton\, Housing and Community Development\n.\nDuring the retreat staff will provide an overview of the attributes necessary for the successful siting of affordable housing developments. \n\n\n\n\n\n2 \n\n\n\n \n\n\nC.
