DESCRIPTION:Hi CAC neighbors\, \nOur Hillsborough-Wade CAC meeting is tomorrow evening Tuesday\, January 28 at 7:00 PM. Our meeting location is at the Pullen Community Center at 408 Ashe Avenue. \nThis meeting is critical to making progress this year with Raleigh’s new community engagement efforts. As you may recall\, it was a year ago in early February that District E City Councilor Christina Jones introduced a series of motions to re-establish the City of Raleigh’s recognition and support of CACs. While we’ve made some progress this past year\, we have much to do this year. Including making sure every Raleigh resident has an equal opportunity to be represented by a CAC where they live. CAC volunteers and City staff need to work together to stand back up CACs in parts of town where they disappeared after the 2020 City Council vote to stop supporting CACs. As a CAC Chair and RCAC Chair\, Christina Jones reminded the Council every month for 4 years that the City never came up with any new community engagement opportunities to replace CACs.  Almost a year ago Christina led the City Council to reverse that mistake from 2020. DESCRIPTION:Friends and neighbors\, \nSW Community Meeting at the Carolina Pines Community Center (2305 Lake Wheeler Rd.). We will meet in person\, without streaming\, next Monday evening\, March 10th\, at 7:00 pm.  \n\nThere will be reports from Raleigh Police Officers and City Inspections.\nWe plan to have a special update from Kate Pearce\, Director of Dix Park about the upcoming completion and opening of the beautiful new Gipson Play Area at Dorothea Dix Park.\n\nWe need your help! City of Raleigh Engineering Services requested at the recent City Council meeting that all three bids submitted for the Carolina Pines Improvement Project be rejected because they are excessively high. That is based on a revised estimate that was lowered after three years to $16\,906\,895 from the original Capital Projects Bond amount of $19\,492\,517. Council did not do so and will consider the Project in a Work Session on 11 March. Apparently funds available for the project have also dwindled over the last three years to $14\,312\,143. Please reach out and let our representatives know that we need this project as originally designed and not some “fire sale” left-over scaled down version. Ask Council to find the missing $5\,180\,374 and build our long over-due street so people don’t have to walk in the street.\nI have been told that we can use the Center’s freezer. Therefore\, I will\, as previously promised\, donate ice cream. Please come and help with the ice cream. In honor of celebrating St. Patrick’s Day a week early we will feature an abundance of Mint Chocolate Chip along with other flavors. Since I have no idea as to how many will attend I don’t need to be left with melting cartons and no freezer space. Please bring help. Kids welcome.\nThis meeting is intended to be focused on sharing interests\, and concerns and just acquainting ourselves with our neighbors. Please join this gathering if you can. Hopefully\, we will have a good turnout. These incentives don’t change the request for 30 stories where 12 stories is already approved for this Downtown Transition area. If approved will this set a new precedent for other Downtown Transition areas? This rezoning location is just outside the eastern edge of the Hillsborough-Wade CAC and is actually within the Mordecai CAC boundary. Bringing all of the plans together for the opening is complicated due to the anticipated popularity of the Play Plaza.\nCarolina Pines Ave Improvement Project – Raleigh City Council recently provided final approval for the Street and sidewalk project that will extend from Lake Wheeler Rd. to South Saunders St. After several years we are close to a Contractor and Construction schedule meeting. We will update with what we see happening.\nRaleigh Golf Association (RGA) – Land Sale and Rezoning – RGA property north of Tryon Rd. is in the process of being sold. There is a rezoning case that will allow “Affordable 60% AMI” apartments being built there. The original number of units was 500. There should be a second Community Meeting happening later on this month. This is where we need to speak up and be heard because it affects the entire area.\nCommunity Safety – We all meed to discuss any ideas about how we can make our neighborhoods safer. Incidents occur. How we come together matters alot.\n\nComments and updates from our community leaders and residents. \nFor May 12th we will be meeting Virtual using Zoom. In June we are scheduled at our traditional home Carolina Pines Community Center\, 2305 Lake Wheeler Rd. (Not the Pullen Art Center on Pullen Road.) \n‘We think they’re mad now?’ Raleigh could end its loose leaf collection program\nBy Anna Roman\nUpdated April 9\, 2025 8:15 PM \nRaleigh homeowners may have to stop raking their leaves to the curb for the city to pick up. \nCity officials are considering ending the program in which homeowners rake their leaves to the curb to be vacuumed up twice a year each fall and winter. \nInstead\, residents could dispose of leaves in biodegradable bags or in the city’s bright green yard-waste carts. \nThe Raleigh City Council met Tuesday afternoon to address complaints about how long leaves remain at the curb. \n“There is a well-documented frustration within the last 15 years\,” said Steve Halsey\, assistant transportation director. “I’ve been with the city 12 years and I have heard it loud and clear\, and researching back to the ‘80s and ‘90s and seeing some of the same topics come up. … As the city gets bigger\, it becomes more and more challenging if you don’t add additional resources.” \nHow could Raleigh’s loose leaf pickup program change?  \nCity leaders will weigh several options: \nNo change: No new resources would be dedicated to the program\, and the status quo would be maintained. \nStaff up: Add staff and trucks to get leaves collected sooner\, with the first round before Christmas. In 2022\, this was estimated to cost $7.5 million the first year and another $2.1 million in ongoing costs. But those numbers have likely gone up\, Halsey said. \nPrivatize: Hire a private contractor for residents to call and schedule their pickup. This is done in Henrico County\, the home of Richmond\, Va. \nCut the program: Instead\, homeowners would bag leaves or put them in the yard waste carts and they would be collected weekly or every other week\, like trash and recycling. This would move the program to Solid Waste Services from Transportation\, and would require 15 new staff members to bulk up the yard waste work already done by Solid Waste Services. The change would go into effect in the fall of 2026. \nWhat did Raleigh leaders say?  \nMost city leaders wanted more information about moving to using bags or carts. \nCity leaders have deferred making changes “for a generation\,” council member Mitchell Silver said. \n“I think we’re all concerned about the cost\, but that decision has been deferred because of cost\, and I think we just have to figure out how to\, over time\, integrate it into our normal operations\,” he said. “But to me\, this is something that is quite important. We’re a city that values trees\, and this is one of the implications of having a heavy canopy of trees\, is that those leaves fall.” \nComplaints about leaf pickup are one of the things people email council member Jonathan Lambert-Melton about the most. \n“I think a lot about our Bringing Neighbors Home project that we just funded\, for example\, and how much of the direct immediate impact on working to eliminate homelessness we were able to make with a relatively small amount of money\, and then the ongoing cost of this program and the cost that would be needed to continue to expand it\,” he said. \nMayor Janet Cowell referred to her first time on the City Council 20 years ago and said there are still people mad at her for changing when their garbage was collected. \n“We think they’re mad now? I mean\, just wait” she said. “There is going to be massive blowback. And that’s not to say I don’t agree we need to make a change\, but I would be very careful about what else we change in the city\, if we decide to move on this. Because it will take a lot of oxygen out of the room.” \nHow are loose leaves collected in Raleigh now?  \nRaleigh divides the city into 12 zones and aims for two sweeps a year. The goal is to complete the first round by Christmas and the second by the end of February. The season begins Nov. 12 and ends March 20. \nHomeowners are notified when their zones are next on the schedule and asked to get their leaves on the curb\, but not block storm drains\, parking spots\, sidewalks or bike lanes. \nLoose leaf pick-up is only for single family homes and not for businesses\, schools or churches. Landscapers are also prohibited from dumping their leaves on the curb. \nDetails about the city’s current program can be found online at raleighnc.gov/leaf. \nOn the city staffing side\, 48 transportation workers who normally maintain sidewalks\, repair pavement\, sweet streets\, mulch and landscape city roads are redirected to the loose leaf program during the fall and winter months. \nIf the city ends pickup\, the city would see a 25% to 35% increase in sidewalk repair and replacement and 15% to 20% increase in street pavement patching\, according to the city presentation. \nWhy are there delays?  \nIce or snow or even rainy weather can delay leaves getting picked up during their scheduled times. \nPickup is also taking longer because Raleigh has grown without adding much staff to the program. \nThe city hasn’t added significant resources to its leaf collection program since 2011. Since then\, the city has gained more than 14\,000 single-family homes and 124 miles of streets to serve\, Halsey said. \n

DESCRIPTION:Join us Monday night\, May 12th at 7 PM for our regularly scheduled Southwest Raleigh Community Engagement Meeting. This will be a virtual meeting using Zoom. \n\nGreetings to Friends and Neighbors\nCity of Raleigh Inspections Report – Inspector David Johnson. David Johnson may tell us what is changing this season with property upkeep and leaf collections.\nCity of Raleigh Monthly Report and Update – Captain Manson (SW-Southwest). Captain Notch (SE-Southeast)\, Captain Van Antwerp (DT-Downtown). Our SW area is now part of three Raleigh Police Districts.\nCarolina Pines Ave Improvement Project – Raleigh City Council recently provided final approval for the Street and sidewalk project that will extend from Lake Wheeler Rd. to South Saunders St. After several years we are close to a Contractor and Construction schedule meeting. This is going to be a complex project.\nRaleigh Golf Association (RGA) – Land Sale and Rezoning – RGA property north of Tryon Rd. is in the process of being sold. There is a rezoning case that will allow “Affordable 60% AMI” apartments being built there. The number of units planned is currently about 370. Representatives from the developer are scheduled to give us some views of what they are planning.\nGipson Play Plaza Opening This Spring at Dix Park – Gipson Play Plaza is going to be opening in early June. Bringing all of the plans together for the opening is complicated due to the anticipated popularity of the Play Plaza. We should know more about specific dates and access for close neighbors soon.\nCommunity Safety – We all need to discuss any ideas about how we can make our neighborhoods safer. Incidents occur. How we come together matters a lot.\n\nComments and updates from our community leaders and residents. \nFor June 9th we will be back to our in person Ice Cream Social. My treat. The goal of the study is to identify ways to improve the watershed by reducing flooding\, replacing/renewing stormwater pipes and infrastructure in poor condition\, improve water quality\, and repairing stream banks.\n\n\n\nThere is also time for folks to share information about things going on in our area and have a general discussion.\n\nMy co-chair Mark records the meetings live on Facebook and YouTube. He keeps an eye on the chat so you can ask questions even if you aren’t physically present.
