SUMMARY:Midtown CAC Meeting
DESCRIPTION:For our last meeting of 2025\, let’s gather for casual conversation and an opportunity to meet other residents. I will provide the basics: PrimoHoagie’s assorted sandwiches\, Biggby’s Coffee\, and chocolate treats (all locally donated). The rest is up to you. We could use cold drinks\, salads\, fruit\, snack food\, or whatever you would like to contribute. Please let me know if you are bringing items to share. Otherwise\, we will just mingle and enjoy the company. If there is anything of special interest that you would like to see in 2026\, just let me know.\n\nFor general interest\, Tuesday\, December 2\, was a memorable day for CACs. Council took a huge step forward in strengthening the Raleigh CAC organization and partnership with the City by approving additional benefits that will strengthen our ability to fulfill our mission. As part of that agreement\, the CACs have joined the Engagement network\, along with other public groups that serve area residents in many ways. Another reason to celebrate.\n\nUnlike our other meetings\, there isn’t any agenda for this meeting. The only item affecting Midtown in the near future is the upcoming North Hills rezoning\, with proposals for 40\, 20\, and 12-story buildings in an area zoned for 12 and 5-story heights. The application is inconsistent with the Midtown Area Plan building heights\, in addition to several other policy discrepancies of the Comprehensive Plan. While some mixed-use development that brings office\, residential\, and retail offerings to the area is a welcome benefit\, this application does not conform to any policy guidance intended to shape how a Regional Mixed Use Center grows and develops in the Midtown vicinity of the City. \n\nIf approved\, this will change the landscape of the area and will impact traffic on major corridors\, as well as local neighborhood roadways\, without any planned City infrastructure additions.\nDiscussion and comments will be welcome.\n\nThe public hearing is scheduled for right after the holidays when Council returns after their holiday – January 6\, 2026. What a great way to start the New Year! If you have an interest in speaking at the hearing\, please let me know so we can co-ordinate our response.\n \nLooking forward to seeing everyone on December 15 for a lively evening!\n \nRegards\,\nLarry

This will be a virtual meeting using Zoom. \n\nGreetings to Friends and Neighbors\nCity of Raleigh Inspections Report – City Inspector David Johnson will tell us what is changing this season with property upkeep.\nCity of Raleigh Monthly Report and Update – Captain Manson (SW-Southwest). Captain Nieters (SE-Southeast) are our District Commanders\, Popular subjects are vandalism and Porch Pirates. (Always report porch pirates to Raleigh Police Dept) We are trying to “Bridge” our SW Virtual meeting to the Five Points CAC Virtual Meeting where Captain Manson will discuss the recent burgulary and fatality that happened recently at 819 Clay Street in their area.\nCarolina Pines Community Center Projects and Updates – Playgrounds and tennis courts are being modified.\nCarolina Pines Ave Improvement Project – Extending from Lake Wheeler Rd. to South Saunders St. Construction has started with alternating single lane traffic much of the day. This is going to be a complex project. Suggest avoiding the area if you don’t live there.\nRaleigh Golf Association (RGA) – Land Sale and Rezoning – RGA property north of Tryon Rd. is in the process of being sold. A rezoning case that will allow “Affordable 60% AMI” apartments being built there was approved on October 7th. The number of units planned is currently about 370. Planned improvements to Fairway Drive along with a signal light at Tryon Rd will affect us all.\nLake Wheeler Road Construction at Dix Park – The section of Lake Wheeler Road from South Saunders south to the railroad crossing is about to begin significant construction. Traffic in the area will be severely limited. Avoid or plan well in advance.\nCommunity Safety – We all need to discuss any ideas about how we can make our neighborhoods safer. Incidents occur. How we come together matters a lot. Comments and updates from our community leaders and residents.\n\nOur February 9th meeting will be Virtual using Zoom. \nFor March 8th we will be back to our in-person. This is a complex project. Suggest avoiding the area if you don’t live there.\nRaleigh Golf Association (RGA) – Land Sale and Rezoning – RGA property north of Tryon Rd. has a buyer. Dominium Co. has extensive experience in constructing and managing it own 34\,000 units in 19 states. The Dominium Co. has received Council approval for rezoning. The case allowing “Affordable 60% AMI” apartments being built there was approved on October 7th. The number of units planned is currently about 370. Planned improvements to Fairway Drive along with a signal light at Tryon Rd will affect us all.\nLake Wheeler Road Construction at Dix Park – The section of Lake Wheeler Road from South Saunders south to the railroad crossing beginning significant construction. Traffic in the area will be severely limited. Avoid or plan well in advance.\nCommunity Safety – We all need to discuss any ideas about how we can make our neighborhoods safer. Incidents occur. How we come together matters a lot. With that in mind\, I think it is important to know the candidates so that you can make an informed choice when voting. Our February meeting will focus on the At-Large Candidates with an in-person discussion with all six candidates that are running for that position. Manson will give us a police report for recent crime in the Five Points area.\n \nThen we will be joined by Sgt. Madeline Horner and other members of the Raleigh ACORNS (Addressing Crises through Outreach\, Referrals\, Networking\, and Service) team. ACORNS is a proactive unit that works with residents experiencing crises and connects them with appropriate community resources. The team pairs social workers with law enforcement officers to provide support using the most appropriate and least intrusive interventions possible. \n\n\nThis discussion is the follow-up to Captain Manson’s safety presentation in January. During that meeting\, there was interest in hosting a special follow-up session in February. However\, the weather issues in early February created scheduling challenges for me—and likely for others as well. Planning a special meeting later in February would have placed it very close to our regular March meeting\, which is relatively early in March. Therefore\, I will\, as previously promised\, donate ice cream. Please come and help with the ice cream. Since I have no idea as to how many will attend I don’t need to be left with melting cartons and no freezer space. Please bring help. Kids welcome. \nThis meeting is intended to be focused on sharing interests\, and concerns and just acquainting ourselves with our neighbors. Please join this gathering if you can. Hopefully\, we will have a good turnout. DESCRIPTION:Hybrid Midtown Citizens Advisory Council Meeting\nMonday\, March 23\, 2026\, 7:00-9:00 p.m.\nEastgate Park Community Center\n4200 Quail Hollow Drive \nThis month’s meeting will feature updates on several projects that were initiated in 2025 but are still getting a lot of attention.\nThe first will be an update on Midtown Neighbors United\, organized to advocate for responsible development in the North Hills area of Raleigh. The approval of the rezoning of North Hills was decided too quickly without consideration for city planning guidance or infrastructure sufficiency to support further development. For more detail and to join the many residents that have already signed on to the movement\, please visit the organization’s website:\n\nhttps://www.midtownneighborsunited.org/\n\nWe will also have an update on the Missing Middle case\, currently identified as Sub-0037-2025\, where 16 townhomes will be built by right on two R-4 lots at Anderson Drive and Six Forks. This case was previously denied by Council when presented for rezoning.\n\nIn addition\, there will be an update on the Council-chosen pathway for section 1b of the Big Branch Greenway Connector. This is another case where the Council ignored the area residents and chose a path that floods and impacts the surrounding residents while ignoring their concerns.
