DESCRIPTION:Special Meeting of West Raleigh CAC\nWe are holding a special in person meeting on Tuesday September 16th at 1:00pmto meet with a reporter from the News and Observer. Larry King who lives next to the affordable housing development called Lorimer Springs that is to be built this year will also be in attendance. This is an in person meeting only\, there will be no zoom link or recordings made of the meeting. There will be a photographer from the N&O. \nThe density allowed along the Frequent Transit Area (FTA) or Transit Overlay District (TOD) is of concern to Larry and other neighbors. The West Raleigh CAC is offering the space for concerned residents to meet. This is in addition to the two meetings that were held earlier this year to discuss this issue. This is an open meeting and will last one hour. \nAt this time\, there is no indication that Lorimer Springs will modify it’s proposed density of 60 units in a three story building. The Zoom link is at the bottom of this email. \nINFORMATION UPDATES: \n\nOne of our agenda items is a presentation about a possible text change regarding outdoor advertising and digital signage in Raleigh. At the Tuesday\, September 2nd City Council meeting this topic was discussed. Click here for the minutes and a video of the digital signage discussion. While looking at the minutes you can click on the video\, which should start at the beginning of this particular Council discussion.\nAs I understand the text change\, they are not asking for an increase in the number of billboards in Raleigh. They are seeking the ability to make many of them digital signs\, and the ability to relocate signs to other locations. Also an increase in size and height of signs. At the bottom of this email are maps of current locations and areas for future relocations. Attached is a PDF of the Digital Billboards presentation made to the Safe\, Vibrant & Healthy Community Committee on August 26.\nWe also have major changes to how Raleigh conducts City Council elections\, including the introduction of a primary for the 2026 election. This will all be explained at our meeting.\nWe will have an update about rezoning case Z-12-25. The last image at the bottom of this email shows the context of this 30-story rezoning request.\n\nAgenda\n• Police report\n• Presentation about a future request to City Council for a text modification to change the City’s policy regarding Digital Signage in Raleigh. This will be a virtual meeting using Zoom. \n\nGreetings to Friends and Neighbors\nCity of Raleigh Inspections Report – City Inspector David Johnson will tell us what is changing this season with property upkeep.\nCity of Raleigh Monthly Report and Update – Captain Manson (SW-Southwest). Captain Nieters (SE-Southeast)\, Captain Van Antwerp (DT-Downtown). Our SW area is part of three different Raleigh Police Districts. Popular subjects are vandalism and Porch Pirates. (Always report porch pirates to Raleigh Police Dept)\nCarolina Pines Community Center Projects and Updates – Playgrounds and tennis courts are being modified.\nCarolina Pines Ave Improvement Project – Extending from Lake Wheeler Rd. to South Saunders St. Construction has started with alternating single lane traffic much of the day. This is going to be a complex project. Suggest avoiding the area if you don’t live there.\nRaleigh Golf Association (RGA) – Land Sale and Rezoning – RGA property north of Tryon Rd. is in the process of being sold. A rezoning case that will allow “Affordable 60% AMI” apartments being built there was approved on October 7th. The number of units planned is currently about 370. Planned improvements to Fairway Drive along with a signal light at Tryon Rd will affect us all.\nLake Wheeler Road Construction at Dix Park – The section of Lake Wheeler Road from South Saunders south to the railroad crossing is about to begin significant construction. Traffic in the area will be severely limited. Avoid or plan well in advance.\nCommunity Safety – We all need to discuss any ideas about how we can make our neighborhoods safer. Incidents occur. How we come together matters a lot. Comments and updates from our community leaders and residents.\nOur November 10th meeting will be Virtual using Zoom. Agenda is open at this time.\nFor December 8th we will be back to our in-person Holiday Social. DESCRIPTION:For our last meeting of 2025\, let’s gather for casual conversation and an opportunity to meet other residents. I will provide the basics: PrimoHoagie’s assorted sandwiches\, Biggby’s Coffee\, and chocolate treats (all locally donated). The rest is up to you. We could use cold drinks\, salads\, fruit\, snack food\, or whatever you would like to contribute. Please let me know if you are bringing items to share. Otherwise\, we will just mingle and enjoy the company. If there is anything of special interest that you would like to see in 2026\, just let me know.\n\nFor general interest\, Tuesday\, December 2\, was a memorable day for CACs. Council took a huge step forward in strengthening the Raleigh CAC organization and partnership with the City by approving additional benefits that will strengthen our ability to fulfill our mission. As part of that agreement\, the CACs have joined the Engagement network\, along with other public groups that serve area residents in many ways. Another reason to celebrate.\n\nUnlike our other meetings\, there isn’t any agenda for this meeting. The only item affecting Midtown in the near future is the upcoming North Hills rezoning\, with proposals for 40\, 20\, and 12-story buildings in an area zoned for 12 and 5-story heights. The application is inconsistent with the Midtown Area Plan building heights\, in addition to several other policy discrepancies of the Comprehensive Plan. While some mixed-use development that brings office\, residential\, and retail offerings to the area is a welcome benefit\, this application does not conform to any policy guidance intended to shape how a Regional Mixed Use Center grows and develops in the Midtown vicinity of the City. \n\nIf approved\, this will change the landscape of the area and will impact traffic on major corridors\, as well as local neighborhood roadways\, without any planned City infrastructure additions.\nDiscussion and comments will be welcome.\n\nThe public hearing is scheduled for right after the holidays when Council returns after their holiday – January 6\, 2026. What a great way to start the New Year! If you have an interest in speaking at the hearing\, please let me know so we can co-ordinate our response.\n \nLooking forward to seeing everyone on December 15 for a lively evening!\n \nRegards\,\nLarry

Captain Nieters (SE-Southeast) are our District Commanders\, Popular subjects are vandalism and Porch Pirates. (Always report porch pirates to Raleigh Police Dept) We are trying to “Bridge” our SW Virtual meeting to the Five Points CAC Virtual Meeting where Captain Manson will discuss the recent burgulary and fatality that happened recently at 819 Clay Street in their area.\nCarolina Pines Community Center Projects and Updates – Playgrounds and tennis courts are being modified.\nCarolina Pines Ave Improvement Project – Extending from Lake Wheeler Rd. to South Saunders St. Construction has started with alternating single lane traffic much of the day. This is going to be a complex project. Suggest avoiding the area if you don’t live there.\nRaleigh Golf Association (RGA) – Land Sale and Rezoning – RGA property north of Tryon Rd. is in the process of being sold. A rezoning case that will allow “Affordable 60% AMI” apartments being built there was approved on October 7th. The number of units planned is currently about 370. Planned improvements to Fairway Drive along with a signal light at Tryon Rd will affect us all.\nLake Wheeler Road Construction at Dix Park – The section of Lake Wheeler Road from South Saunders south to the railroad crossing is about to begin significant construction. Traffic in the area will be severely limited. Avoid or plan well in advance.\nCommunity Safety – We all need to discuss any ideas about how we can make our neighborhoods safer. Incidents occur. How we come together matters a lot. Comments and updates from our community leaders and residents.\n\nOur February 9th meeting will be Virtual using Zoom. \nFor March 8th we will be back to our in-person.
