RHDC’s unique code is 1887. \nD. \nOld Business \n  \nE. \nNew Business \n  \nE.1 \nRecombination – RCMP-0172-2026 (John Chavis Memorial Park) \n  \nStaff Contact: Collette Kinane\, Senior Preservation Planner \n  \nThe Unified Development Ordinance gives RHDC the responsibility to review Non-Subdivision Final Plat and Recorded Instruments.  This is different from the review and decision authority for subdivisions. \n  \nCase RCMP-0172-2026 (John Chavis Memorial Park) is a recorded map to formalize the existing boundary lines and to remove two (2) existing Tree Conservation Areas. 515 Martin Luther King Jr. Boulevard is a city-owned park that contains the Raleigh Historic Landmark Carousel at Chavis Park. \n  \nRecommended Action: This item is review only\, no action will be taken by the Commission.  The Commission may choose to offer suggestions to the applicant. \nE.2 \nDemolition by Neglect and Housing Code Enforcement Case: 524 Euclid Street \n  \nStaff Contact: Collette Kinane\, Senior Preservation Planner \n  \n524 Euclid Street is a contributing property in the Oakwood Historic Overlay District.  The house was first brought to  RHDC January 14\, 2026 as a potential Demolition by Neglect Case. At the February 11\, 2026 meeting the Commission voted to defer the matter to the August 2026 agenda due to the ongoing housing code enforcement case. \n  \nStaff from the Housing and Community Development Department will be present to discuss to this property and what the plan is moving forward. \n  \nRecommended Action: Receive as information. \n  \nE.3 \nHistoric Design Standards Update Kick-off \n  \nStaff Contact: Tania Tully\, Preservation Planning Supervisor \n  \nHistoric Design Standards are required by state law for the City to enforce the Historic Overlay District (HOD) and Raleigh Historic Landmark regulations and process Certificate of Appropriateness (COA) applications.  The Historic Design Standards Update: Revisiting the Historic Design Standards project has entered the initial community engagement phase. \n  \nThe updated Design Standards will amend the Design Guidelines for Raleigh Historic Districts and Landmarks to improve usability\, add specificity about the character defining elements of each HOD\, add design standards tailored to reflect the special character of each HOD\, and enhance design standards related to non-character defining elements.  The result of the project will be nine sets of Design Standards – one for each of the eight HODs and one for Raleigh Historic Landmarks. \n  \nThe Lakota Group will make a presentation on the project as part of Community Engagement Week. \nF. \nCommittee Reports \n  \nF.1 \nCertificate of Appropriateness (COA) \n  \nThe Committee Chair will report on recent activity. \nF.2 \nCommunity Awareness \n  \nThe Committee Chair will report on recent activity. \nF.3 \nResearch \n  \nThe Committee Chair will report on recent activity. \nG. \nOther Business \n  \nG.1 \nReport of Commissioners \n  \nG.2 \nReport of Historic Preservation Unit \n  \nThe attached report includes the status of recent RHDC reviews\, upcoming historic preservation related events\, and CLG training opportunities. \nH. \nAdjournment \n  \nThe Commission typically meets on the second Wednesday of each month at 8:30 a.m. Upcoming meeting agendas for the RHDC can be found on our City Council\, Boards and Commissions Agendas and Minutes page. \nRaleigh Historic Development Commission public meetings will be broadcast live on RTN 11 and on our live streaming webpage.
