RHDC’s unique code is 1887. \nD. \nOld Business \n  \nD.1 \nAnnual Report and Work Plan \n  \nStaff Contact: Collette Kinane\, Senior Preservation Planner \n  \nAt the June 16 annual retreat\, RHDC reviewed the attached fiscal year 2026 Annual Report and discussed the fiscal year 2027 proposed Work Plan. \n  \nBoth are tentatively scheduled to be presented to City Council on August 18 – the Annual Report as information and the Work Plan for approval. \n  \nRecommended Action: Vote to adopt the Annual Report and Work Plan. \n  \n*Attachments added 7/1/26* \nE. \nNew Business \n  \nE.1 \nRaleigh Historic Landmark Application – Lustron House (314 Haywood St) \n  \nStaff Contact: Collette Kinane\, Senior Preservation Planner \n  \nA short presentation will be made on the proposed designation of the George and Jessie Morris House / Lustron House\, 314 Haywood St. \n  \nCriteria for Designation \n  \nNo building\, structure\, site\, area or object shall be recommended for designation as a historic landmark unless it is deemed and found by the Historic Development Commission to be of special significance in terms of its historical\, prehistorical\, architectural\, archaeological and cultural importance and to possess integrity of design\, setting\, workmanship\, materials\, feeling and association. \n  \nRecommended Action: Conduct the public hearing. If the property meets the criteria for designation\, vote to recommend that City Council designate the property as a Raleigh Historic Landmark. \nE.2 \nRecombination – RCMP-0137-2026 (514 Method Road) \n  \nStaff Contact: Collette Kinane\, Senior Preservation Planner \n  \nThe Unified Development Ordinance gives RHDC the responsibility to review Non-Subdivision Final Plat and Recorded Instruments (also known as recombinations).  This is different from the review and recommendation authority for subdivisions. \n  \nCase RCMP-0137-2026 (514 Method Rd) is a recombination to formalize the existing boundary lines.  514 Method Road is a city-owned park that contains several Raleigh Historic Landmarks\, including the Berry O’Kelly School Campus and the Agricultural Building of the Berry O’Kelly School.  The request is a requirement of the site review process for the COA-approved construction proposed on the site. \n  \nRecommended Action: This item is review only\, no action will be taken by the Commission.  The Commission may choose to offer suggestions to the applicant. \nE.3 \nUnsafe Housing Case: 310 Cutler Street \n  \nStaff Contact: Collette Kinane\, Senior Preservation Planner \n  \nStaff were alerted to the status of 310 Cutler Street\, a non-contributing property in the Boylan Heights Historic Overlay District in an email from the Housing and Neighborhood department. The house is being investigated as a Unsafe Housing Case.  Per Unified Development Ordinance section 5.4.1.C.4.b. a Certificate of Appropriateness is not required. \n  \nRecommended Action: Receive as information. \n  \n*Item edited 7/1/26* \nE.4 \nDesign Guidelines for Raleigh Historic Districts and Landmarks \n  \nStaff Contact: Collette Kinane\, Senior Preservation Planner \n  \nIn advance of the upcoming Historic Design Standards update project\, staff will lead a guided discussion of the current design standards used to review Certificates of Appropriateness.  Staff will provide an overview of the current Design Guidelines for Raleigh Historic Districts and Landmarks and the structure of the new design standards. All requests are in conjunction with the construction of an affordable housing community with apartments\, townhouses\, and retail on an approximately 3.64 acreproperty zoned RX-3-TOD located at 406 Dorothea Drive (ASR-0087-2025).\n\n\n\n\n\n\n\n\nD.2\n\nDA-07-2026 – 500 Avian at North Hills St (Phase 5 North Hills)\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nWHEREAS KM North Hills NHID Owner LLC\, property owner\, requests the following design alternates from UDO Section 8.3.5.C.3.c: (1) to construct a driveway onto Church at North Hills Street located 124.2ft from another driveway (named Avian at North Hills Street) in lieu of the minimum 200ft required driveway spacing; and (2) to construct a driveway onto Church at North Hills Street located 197ft away from another proposed driveway onto Church at North Hills Street in lieu of the minimum 200ft required driveway spacing. The design alternates are associated with development of a proposed mixed-use building on the approximately 2.03‑acre parcel identified as Lot 10 in Phase 5 of the North Hills subdivision. The property is zoned PD and located at 500 Avian at North Hills Street (ASR-0016-2026).\n\n\n\n\n\n\n\n\nD.3\n\nDA-08-2026 – 910 Birch Ridge Dr (Birch Ridge Drive)\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nWHEREAS Middle Branch Associated Limited Partnership\, the property owner\, requests complete relief from the transparency required on the east building façade per UDO Sections 3.2.5.F and 1.5.9.
