RHDC’s unique code is 1887. \nD. \nNew Business \n  \nD.1 \nRezoning Case – Z-5-26 (New Bern Avenue Assemblage) \n  \nStaff Contact: Erin Morton Pugh\, Senior Preservation Planner \nHiram Marziano\, Senior Planner \n. \nThis is a City-initiated rezoning request containing 16 parcels along the New Bern Avenue planned Bus Rapid Transit (BRT) corridor. The parcels were previously rezoned by Z-92-22 and subsequently reverted to their previous zoning following retroactive changes to state law. Initiation of this request was authorized by City Council in response to the changes and owner consent has been obtained for all parcels included. \n  \nFive of the lots are located within the Oakwood Historic Overlay District (HOD-G) and the Oakwood National Register Historic District (NRHD). The properties at 15 S Bloodworth St\, 100 N Person St\, 311 E Edenton St\, 325 E Edenton St are contributing historic resources in the district. The property at 307 E Edenton St is a noncontributing surface parking lot. Two additional properties have achieved Study List status (1313 New Bern Ave) or received a Determination of Eligibility (203 S Tarboro St) for listing on the National Register. The Richard B. Harrison Library at 1313 New Bern Ave is also eligible for listing as a local Raleigh Historic Landmark. \n. \nHiram Marziano\, case planner\, will make a brief presentation on the application and its current status. The RHDC staff memo providing additional analysis is attached. \n  \nRecommended Action: Vote to recommend a decision on the application to City Council. \nD.2 \nRecombination – RCMP-0078-2026 (317 E Jones St) \n  \nStaff Contact: Collette Kinane\, Senior Preservation Planner \nThe Unified Development Ordinance gives RHDC the responsibility to review Non-Subdivision Final Plat and Recorded Instruments (also known as recombinations).  This is different from the review and recommendation authority for subdivisions. \nCase RCMP-0078-2026 (317 E Jones St) in the Oakwood Historic Overlay District is a recombination to establish a public utility easement. The request is a requirement of the site review process for the COA approved construction proposed on the site. \nRecommended Action: This item is review only\, no action will be taken by the Commission.  The Commission may choose to offer suggestions to the applicant. \n  \n  \n  \n  \nD.3 \nRecombination – RCMP-0079-2026 (713 Oberlin Rd) \n  \nStaff Contact: Collette Kinane\, Senior Preservation Planner \nThe Unified Development Ordnance gives RHDC the responsibility to review Non-Subdivision Final Plat and Recorded Instruments (also known as recombinations).  This is different from the review and recommendation authority for subdivisions. \nCase RCMP-0079-2026 (713 Oberlin Rd) in the Oberlin Village Historic Overlay District is a recombination to alter a property line established in SUB-0042-2023 and reviewed through COA-0174-2020. \nRecommended Action: This item is review only\, no action will be taken by the Commission.  The Commission may choose to offer suggestions to the applicant. \nD.4 \nRecombination – RCMP-0093-2026 (810 Brooklyn St) \n  \nStaff Contact: Collette Kinane\, Senior Preservation Planner \nThe Unified Development Ordnance gives RHDC the responsibility to review Non-Subdivision Final Plat and Recorded Instruments (also known as recombinations).  This is different from the review and recommendation authority for subdivisions. \nCase RCMP-0093-2026 (810 Brooklyn St) in the Glenwood-Brooklyn Historic Overlay District is a recombination to establish property lines based on proposed development and property ownership. The site is currently addressed as four separate parcels: 810\, 812\, 814\, and 816 Brooklyn Street. COAs have been approved for the demolition of the existing structures on the site (COAs COA-0009-2022\, COA-0010-2022\, COA-0011-2022) and for the proposed new development (COA-0082-2025). \nRecommended Action: This item is review only\, no action will be taken by the Commission.  The Commission may choose to offer suggestions to the applicant. \nD.5 \nRaleigh Historic Landmark Application – Lustron House (314 Haywood St) \n  \nStaff Contact: Collette Kinane\, Senior Preservation Planner \n  \nA short presentation will be made on the proposed designation of the Morris Lustron House\, 314 Haywood St. \n  \nCriteria for Designation\nNo building\, structure\, site\, area or object shall be recommended for designation as a historic landmark unless it is deemed and found by the Historic Development Commission to be of special significance in terms of its historical\, prehistorical\, architectural\, archaeological and cultural importance and to possess integrity of design\, setting\, workmanship\, materials\, feeling and association. \n  \nRecommended Action: Vote to recommend that the application be referred to the Department of Natural and Cultural Resources\, Division of Archives and History for its analysis and comments. \nD.6 \nDesign Guidelines for Raleigh Historic Districts and Landmarks \n  \nStaff Contact: Tania Tully\, Historic Preservation Planning Supervisor \nIn advance of the upcoming Historic Design Standards update project\, staff will lead a guided discussion of the current design standards used to review Certificates of Appropriateness.  Staff will provide an overview of the current Design Guidelines for Raleigh Historic Districts and Landmarks\, their use\, and the structure of the new design standards.
